Sift together flour, baking powder and salt into a large bowl.
Stir in oats and Brown sugar.
Beat egg lightly in another bowl.
Stir in Raisin purée.
Stir in flour mixture, along with the chocolate, walnuts and orange zest until just blended.
Spoon in a 9 inch square baking pan sprayed with nonstick vegetable spray.
Bake at 350°F for 25 to 30 minutes.
Cool and cut into 24 bars.
